Contractors Registration System (CRS)

The BCA Contractors Registration System (CRS) registers contractors for the public sector procurement of construction and construction-related services including first level sub-contracting works for government construction projects.

Contractors e-Registry (eCRCS) was set up for contractors to submit their applications electronically to avoid long queue if they were to submit over the counter at BCA HQ (MND Complex at Maxwell Road). They can download a comprehensive step-by-step user-friendly guide to assist them with the various types of applications.

The BCA Directory of Registered Contractors as a dedicated website accessible to the public www.bcadirectory.sg. Contractors can check their registration status and feedback to CRS if there are changes to the details of their companies. Announcements on new requirements are also posted at this webpage.

The e-C41 Report was created in 2002 and revamped in 2011 to assist government agencies in tender evaluation purposes. Government agencies are able to view the details of the contractors including their project performance in the past three years. The project performance is based on a completed government project, in which the responsible government agency must assess the performance of the contractor and submit its performance report to CRS within 3 months from project completion date. The C41-Report access is free to all government.

As a result, the CRS has become a cost-effective tool as a whole-of-government effort to streamline the procurement of construction services as well as to promote transparency and accountability. In fact, the CRS is so well-respected and recognised internationally that it has won the 2012 United Nations Public Service Award for 'Preventing and Combating Corruption Within The Public Sector'.

NewspaperSG is an online resource of current and historic Singapore and Malaya newspapers. It was developed to be a one-stop point for users to access all Singapore newspapers, for both digital and microfilm formats. Users can perform keyword search on digital archives published between 1831-2009, and view them online. Presently, users can perform keyword searches on OCR (Optical Character Recognition) texts of newspaper content for 30 newspaper titles with 4 million pages consisting of 18.6 millions articles. A large extent of copyrighted content published prior to 1990 is now available for free to all Internet users. Full content is accessible from NLB computers only. User can also find information on over 200 newspapers titles from NLB’s microfilm collection.

NewspaperSG content is pushed to Internet spaces (eg Google) within the constraints set by the respective publishers to increase searchability. In this way, users who may not visit the library website would still be able to discover newspaper content. As content downloading is not permitted, a citation (eg abstracts and weblinks to articles) saving feature is incorporated to allow users to email and print the citations for future reference. The website also provides social networking tools to encourage the sharing of knowledge (eg Facebook, Twitter). Furthermore, to facilitate the browsing of articles, features eg. zoning, zooming, keywords highlights have been incorporated into the design of the UI. The website also supports multilingual, multi-channel UI and translation of search terms in English, Chinese and Malay.

NLB is one of the few libraries in the world to have secured the rights to digitise all past issues of major newspapers in a particular country. This also gives NLB the rights to provide copyrighted newspaper content available to offsite users (free access) and internet search engines. Most other National Libraries focus on public domain newspapers digitisation work.

Given the dynamic and complex supply chain environment, Singapore Customs (SC) sets up its own "Singapore Customs Academy" to help trading communities better understand the Customs regulatory requirements and enhance its compliance capacity. The Academy comprises both the physical and virtual setup. The setup of the SC Virtual Academy, giving 24/7 access to e-learning tools and materials, is a step towards achieving SC's mission of promoting the sharing of Customs knowledge within Singapore and the global community.

Interactive learning experience is the focal design point of the Virtual Academy. The web-based 3D virtual environment facilities new ways of learning and supports the use of different mediums for eLearning courses to engage participants and serve as a collaboration platform to encourage access and sharing of resources.

To promote a single identity, the foyer of the Virtual Academy is identical to the physical Academy. Attractive posters are used to share information, such as new courses/events and outreach programs, where visitors can click and find out more.

To access online electronic resources, visitors can drop in at the virtual "Resource Centre" where relevant information are packaged into 'Books' and displayed on the virtual bookshelves, classified by categories with attractive graphics and titles. Alternatively, visitors can also locate the required course materials using the search feature.

In the e-Training room designed with a classroom setting, visitors can browse and select online training materials packaged into various formats such as recorded webcasts, audio slideshows and animated lessons. The business community can browse through and sign up for the available courses to enhance their competency in Customs knowledge for Customs declarations. The embedded Course Management System fully integrates and automates the processes of course registration, fees payment, course confirmation and course reminders via SMS to course participants. These features provide a one-stop training solution to businesses.

Singapore Memory

The Singapore Memory Project (SMP) is a national initiative started in 2011 to collect, preserve and provide access to Singapore’s knowledge materials, so as to tell the Singapore Story. It is building a national collection of content in diverse formats (including print, audio and video), to preserve them in digital form, and make them available for discovery and research. The outcome is to be a ‘look-back’ at Singapore’s development, particularly from the views of ordinary individuals, in the form of memories and shared experiences of the nation.

The SMP aims to collect 5 million personal memories on Singapore by 2015. It will do so not only through its own efforts but also via partners and agencies embarking on similar collection drives. It is interested in recollections not just from individuals, but also organisations, associations, companies and groups.

There are multiple agencies involved, from government, non-government and private-sector organisations. Some of the memory collection drives include working with schools from the Ministry of Education, working with non-government organisations like the National Council of Social Service (NCSS) and National Volunteer & Philanthropy Centre. There have been campaigns relating to Defence and National Service, and with various government ministries. Private-sector companies have also been involved, such as banks and home-grown brands.

Since its August 2011 launch, the SMP has collected close to 300,000 personal memories and 120 partnerships forged with agencies from the public and private sectors, academic institutions, schools, organisations, clans and communities, as well as niche clubs and interest groups.

CRA ensures this by making sure that such information is simultaneously uploaded the moment the newsrooms are alerted of such releases. www.saa.com.sg is the website used by CAAS' training arm (Singapore Aviation Academy - SAA) to promote our aviation-related programmes among the prospective students and alumni. Since its establishment in 1958, SAA has trained over 67,000 from over 200 countries and territories.

Working with reputable aviation organisations and academic institutions worldwide, SAA offers a comprehensive breadth of training in various disciplines through its four schools - School of Aviation Management, School of Aviation Safety and Security, School of Air Traffic Services and School of Airport Emergency Services. SAA's annual training reach is about 6,000 course participants, of which about 30% are international course participants who come as far as Latin America, Africa and the Pacific Island States.

The Friendly Built Environment Portal, launched on 14 October 2008, is a virtual one stop information centre on Accessibility and Universal Design for both, the building industry and the public, in particular, persons with disabilities and families with infant.

One key feature is a dedicated search facility, ‘Find a Friendly Building’ which enables one to check on the level of user-friendliness (and accessibility) of a building and its UD and accessibility features before visiting.

The 2,400 buildings currently posted on the website were rated according to BCA’s Accessibility Rating System (ARS). ARS categorises buildings into its level of user-friendliness by 1 to 5 “smiling” sunflowers, with 5 sunflowers being the most user-friendly.

More Informative and User-friendly

It has enabled the disabled, the older persons and mothers with infant to continue to have an active lifestyle –check the building before visiting.
It helps to show a business case for building owners to upgrade buildings to be barrier-free and UD.
VWOs and other portals owners use the portal as reference to inform their portal visitors on the most user-friendly buildings.
There is currently no website that focuses on accessibility and UD in the built environment in Singapore. OneMap and the SGData tap information from our portal to enhance their information value.

Helps to promote Accessible Tourism

Local tour guides can use the information on the buildings to plan itinerary for older tourists or persons with disabilities. Foreign visitors could also check on the accessibility of places before planning a visit.

The Interactive Future

Plans are underway to develop the portal into a social media for interactions and feedback on UD in the built environment.

NS Portal is the unified gateway for all National Service (NS) personnel in Singapore from both the MINDEF/SAF and MHA/SPF/SCDF. The portal is dedicated to serving the needs of the NS community by providing pre-enlistees, NSFs, NSmen and employers of NSmen with a convenient means of performing NS administrative transactions. The portal currently delivers a total of 42 NS-related electronic services and 11 mobile services, easily accessible through a dashboard organised for different user group needs.

Pre-enlistees can easily check their NS status and enlistment dates, and access iPrepNS for more information to prepare for their NS Enlistment. NSmen can acknowledge and receive SMS/email notifications of In-Camp Training (ICT) through MyCallUp or book their non-ICT IPPT/RT/IPT sessions, while NSFs can access NS Payments or find out the unit they are posted to via ePosting.

NS Portal also provides NSmen with a convenient means of communication and engagement with their units outside of ICT through community-building platforms like NS Connect/MyUnit. In addition to providing unit information and training schedules, NS Connect /MyUnit is enriched with interactive features allowing NSmen to stay in contact, share their photos, and participate in online discussions.

To better serve the users, the portal regularly refreshes its range of lifestyle services to provide enhanced value. Two of the recent developments on NS Portal include:

FitnessXchange - A personalised resource to fitness building, the microsite contains information tailored for different fitness needs e.g. IPPT and half-marathon tips.

The EnterpriseOne portal (www.enterpriseone.gov.sg) is a Government-to-Business (G2B) website customised to help enterprises find answers they need to start, sustain and grow their businesses. The portal offers convenient access to G2B information and services from 52 partners, which includes government agencies, business chambers and industry associations. It was first launched in Feb 2006 and underwent a facelift in Oct 2011.

The mobile friendly EnterpriseOne portal and the EnterpriseOne iPhone app (https://itunes.apple.com/sg/app/enterpriseone/id516228973?mt=8) were launched in April 2012 to provide users greater convenience in accessing G2B information from the EnterpriseOne portal.

Benefits

Through the EnterpriseOne Portal, SMEs and entrepreneurs enjoy faster, more convenient and direct access to business-related G2B information and services. EnterpriseOne Portal reduces the inconveniences faced by SMEs and entrepreneurs in their quest for information and services to facilitate business decision making. Some of EnterpriseOne portal’s popular content are business start up guides, checklists, templates and information about government assistance schemes. There are also tool kits, such as the Government Assistance Quick Find to assist users in finding government assistance schemes that are suitable for them.

Overall, the EnterpriseOne portal enhances e-Government initiatives and contributes to a more pro-business environment, as well as Singapore’s global standing as an enterprise hub.
